battleground the u.s. president says he wants to explore space based weaponry that could shoot down missiles he's made the announcement while unveiling a new defense strategy but as patty culhane reports from the pentagon cost and technology could put the brakes on travel space mission for decades american presidents have dreamed of creating the missile shield over america from ronald reagan's star wars to today u.s. president donald trump promising a full scale modernization of the military's missile defense systems but he's taking it further literally into space we will recognize that space is a new war fighting domain. with the space force leading the way my upcoming budget will invest in a space based missile defense layer. its new technology. it's ultimately going to be

a backdrop getting money to do it well that's a much harder thing to do particularly al jazeera the pentagon well moxon makovsky is a former u.s. department of defense official and now a senior fellow at the atlantic council he joins us via skype from some pieces back in florida i'm wondering this is essentially the militarization of space could this be the start of a new arms race. you know obviously president trump has increased the u.s. department of defense budget and this is a part of his interest in creating a legacy for himself as being strong on defense yes of course there's going to be concerns about a militarization of space but the u.s. has operated in space for many years and u.s. is obviously needed to compete with powers like russia and china which have their own space programs so in many ways this in terms of a focus is overdue but i think one of the things that's questionable is the wisdom of president trumps desire for a separate space force
a separate military department which is still not a foreign inclusion which he does not have support from the congress and he also has significant detractors in his own administration to include the department of defense of the wisdom of a separate military force like as you say china and russia already have space to try is a show about this but they're just not as vocal about that and so an announcement like this would rattle playable tensions. absolutely president trump but beating the drum about the need to militarize space could actually create the results that we want to avoid which is a domain in space that sees great powers shift potential conflict to space so again this very aggressive posture and aggressive increase in military spending on this potential independent department that would be caught akin to the air force the navy and the marine corps could add could also be detracting to u.s. interests i think that's possible possibly why you're seeing the pentagon demure on
some of the statements surrounding this because they're playing catchup as well to the president because he has been very forceful in the city should because he politically he sees it as a legacy issue and one could be particular as the u.s. being a drama on increased military assistance but does it make sense and is it something that's sustainable in the next several years as military spending united states is going to be facing increased pressure based on all the other requirements the u.s. as and the slowdown of the u.s. economy are you suggesting that there are divisions within the department of defense about this issue. absolutely back in june of two thousand and eighteen the president order the pentagon to start implementing and researching a separate space force and it's widely known that secretary mabus former secretary madison opposed to separate department he slow rolled the department of defense's study of this issue the air force also has been opposed to seeing
a space force moved outside of its own control their preferences for a space. command or unified command stays in the air force so i would say absolutely there are certain beer detractors within the us administration and within the congress including some republicans who do not want to see president trump's space force come to fruition but not this also isn't new right so reagan had his style war as george w. bush had his son of style was if this trumps version of that's. you know i think this is a expansion of an interest in the u.s. unifying control over as a military apartment and increasing resources towards space i think that's nothing new and something the past presidents have done but i think president trump is doing in terms of a novel approach is is pushing for a separate military department one that would cost more money and clearly put
a renewed focus having a space command or a space force that would be equal to the u.s. air force would be something almost revolutionary in terms of u.s. military organization and again that would clearly create extra resources as well as extra responsibilities and would be something that would have an increased target as a separate command and could it actually accelerate competition space among other militaries because the russians and the chinese are not going to stand the u.s. potentially increases resources to focus on space capabilities moxon makovsky that from the atlantic council thank you very much for your insights mike is your time well the u.s. president has cited a possible threat from north korea as one of the reasons for his new missile policy and that's likely to weigh on north korea's top envoy has arrived in washington d.c. to discuss affection summits between trump and kim jong un came young child is expected
